This session provides participants an opportunity to gain a deeper and more meaningful understanding of Federal grants management. Grant terminology and concepts that apply to all federal grants will be presented in an entertaining and applicable format. The presenters will incorporate an explanation of which teams at DPI manage federal grants and how WISEgrants has been designed to help subrecipients remain compliant with the many different rules and responsibilities.

This session will provide a foundation of understanding what establishes a “special education” expense in Wisconsin, how the expenses must be recorded, and what revenue is available for LEAs to pay for those expenses. The speaker will provide a high-level summary of local, state and federal funding related to Wisconsin public school special education finances and review how those costs are identified in DPI’s chart of accounts.

The Education Stabilization Funds (ESF) Update will provide an overview of Wisconsin’s federal stimulus funds available to LEAs as well as resources available to support LEAs in effectively utilizing these funds. This presentation will include updates about new resources available and how to access them, 2023 ESSER and GEER Annual Reporting, and the various grants available within the American Rescue Plan Act funding.

Funds under the Individuals with Disabilities Education Act (IDEA) are provided to LEAs on a formula basis to support programs and services for students with disabilities. In general, the funds are to be used for the excess cost of providing special education instruction and related services. This session will provide the participants with introductory information on how IDEA grant allocations are calculated and when and how the funds may be used. There will be a focus on allowed costs and some common funding errors that are made. This session is designed for program and business office staff new to special education funding.

Title I is a federal program that provides funds to LEAs and their schools with high percentages of children from low-income families to support a variety of services to students struggling to meet state academic achievement standards. This session will provide participants with information on how Title I grant allocations are determined and when and how the funds can be used in the LEA.

WISEdata Finance (WDF) is part of Wisconsin's next-generation financial reporting system for school districts and other local education agencies (LEAs) in which financial data is pushed from the LEA through Ed-Fi to WDF. This session will cover:
The shift in mindset from previous reporting practices
Updates on functionality in WDF and the Wisconsin School Finance Portal (WiSFiP)
The importance of proper WUFAR account coding
Reconciling data and financial validations that are identified by the system
Existing and future connections between WDF and WISEgrants
And most importantly, this session will provide an opportunity to share issues, concerns, or feedback on improving our systems and technical assistance going forward.

The Perkins V implementation began with the 2020-2021 grant application). This presentation will review the major tenets of the act and the affected program requirements. Discussion will include the requirement of the comprehensive local needs assessment (CLNA) and budgeting according to the needs reflected in the results. The speaker will cover the Perkins Indicator rates and integration into WISEgrants, as well as review the process for submitting Program Improvement Plans for indicators that fall below the determined rates.

Title II, Part A is a federal program that provides funds to eligible LEAs for training, hiring, and retaining skilled educators. All activities must be grounded in a needs assessment, employ the evidence based strategies, and evaluated using research. This session will provide participants with information on how Title II, Part A grant funds can be used by the LEAs under ESSA requirements.

Members of the Education Stabilization Funds team will walk attendees through the ESF monitoring process. This presentation will cover all levels of monitoring, Universal, Targeted, and Comprehensive. The presentation will give a broad overview of the expectations, rubric, timeline, and process that selected LEAs should expect when in the monitoring process. The presentation will also allow time for questions from LEAs around specifics with the monitoring process.

Over recent years, it has been brought to light that better professional development must be provided to LEAs on how to navigate a meaningful and successful private school consultation - which will result in better compliance. This session will provide participants an indepth look at the consultation requirements for private school equitable participation under both IDEA and ESSA and why it is important for both the program area and business office staff to understand the federal fiscal implications to avoid monitoring findings or a loss of funds.

This session will provide an overview of the un-funded mandates under the McKinney-Vento Homeless Assistance Act and discuss ways to use a variety of federal funding sources to support students experiencing homelessness in your district, including Title I-A, stimulus grants, and Education for Homeless Children and Youth competitive grants.

The ESSER Grants Staff will be holding an ESF Workshop both days of the WASBO Federal Funding Conference. Like our weekly ESSER office hours, the workshop is a time to bring your questions about the ESSER grant programs and get answers from DPI staff who support the ESSER grant programs. ESSER grants staff will not be presenting during the time, so this time is specifically for you to receive individualized assistance with your ESSER grants from a DPI staff member. For example, you may want to work on ESSER budget entry, have a DPI staff member review your budget with you, ask questions about ESSER requirements, complete the ESSER annual reporting with a staff member, discuss ESSER monitoring, or to walk through a challenge you may have in your district or school.

LEAs are responsible for setting aside a portion of their IDEA allocation to provide special education instruction and related services to students with disabilities who are placed in private schools by their parents. This session will review which students are the LEA's responsibility, how the amount that must be set-aside is determined, how the funds must be spent to meet the requirement, and how it is budgeted and accounted for through WISEgrants. The speaker will also review how DPI monitors Equitable Services, including tracking of unspent set-aside funds and the end of year required reporting for LEAs that do not budget funds.

This session will present an overview of the Wisconsin Uniform Financial Accounting Requirements (WUFAR) and is designed for both program and business office staff. All LEAs in Wisconsin, including Independent Charter Schools, must submit financial data to DPI using the established chart of accounts for financial reporting and grants management. This session will break down these codes so both program and business office staff can understand the structure and the importance of proper account coding and how having this knowledge, along with communication between the program and business office, will improve the LEA’s financial reporting and management of federal funds. The session will consist of 40 minutes of presentation and a 20 minute hands-on activity (this year with both Beginner or Advanced options!) in which teams are provided funding scenarios and WUFAR account strings and participants must fit the pieces together.

This session will look at some recent education fraud cases across the country, as reported by the US Department of Education’s Office of the Inspector General. The presenter will dive into who was involved, why it happened, and how it could be avoided. The session will review some basic fraud awareness tips and how to report known fraud to DPI.
