The Wisconsin Association of School Business Officials and the Wisconsin Association of School Personnel Administrators collaborate annually to provide this conference with a Focus on Excellence and Continuous Improvement.

Who Should Attend?

The School Personnel Academy, now in its 13th year, is a collaborative conference hosted by the Wisconsin Association of School Business Officials (WASBO) and the Wisconsin Association of School Personnel Administrators (WASPA).
The conference is designed to bring together school district teams dealing with a raft of human capital issues including staff recruitment and compensation models, employee engagement, health insurance benefits and regulations, wellness programs, benefits, and more.  

Human resources directors, business managers, superintendents, school board members, and school district employees in supervisory roles will all benefit from attending the School Personnel Academy. As Baby Boomers begin retiring in large numbers, the disparity in size between the exiting workforce and Generation X has led economists to predict a 40% shortfall in available workers. This means that the populous Millennial generation is being asked to fill the employment hole in record numbers. The large gap has magnified the cultural and motivational differences that naturally exist between two or more generations. Along with this, teachers are often faced with tough decisions when trying to find balance between the profession they love and the sizable debt they face from student loans. The average college graduate has more than $35,000 in student loan debt, which affects daily life decisions and causes some educators to reconsider their career choice. Our panel will discuss how districts can use creative benefits and compensation strategies to attract a new generation of workers without alienating existing personnel.

School Business office personnel create, work with, distribute and store information about individuals in the process of completing many duties on a daily basis. This workshop looks at some of these functions and discusses responsibilities as well as practical sense to maintain confidentially and privacy of individual information. The workshop touches on HIPAA, FERPA, McKinney-Vento Act, policies for other data and best practices.

A general compliance review for School Districts - In our compliance reviews with over 200 client districts, we have found some common themes that affect specific compliance issues with schools, including: COBRA, FMLA, HIPAA, Section 125 and Notice and Disclosure requirements. This session will focus on the basics and the essential compliance information you need to know to help your district comply with the myriad of requirements. M3 Senior Compliance Attorney Karen Breitnauer will lead the discussion, joined by Rachelle Hady, Benefits Manager for Madison Metro School District and Breanna Hellenbrand, Account Executive (and former Leader) of the M3 Education and Government Practice Group. While ACA Compliance needs to continue to be a focus, organizations also need to remain up-to-date with ALL the compliance requirements associated with employee benefits. Districts offer an array of valuable benefits to their employers, and spend much of their time administering and, more importantly, communicating the quality and value of those benefits to their employees! Don’t lose that valuable time because of some compliance related issue!

What started out as a series of afterschool meetings to review the nuances of the district's employee benefit offerings, soon blossomed into a major overhaul of those employee benefits. In this session, you'll learn about the benefits review meetings, accessibility to the meeting information for non-attendees, the benefits survey instrument, and the eventual benefits implemented.

The legal panel of Attorneys Bob Butler (WASB), Steve Weld (Weld Riley), Shana Lewis (Strang Patteson Renning Lewis & Lacy), Andy Philips and Chrissy Hamiel (von Briesen) will provide an update on the state budget, recent legislative developments, family and medical leave act, fair labor standards act and employment discrimination laws. Beyond its funding provisions, the 2017-19 state budget included numerous changes to state law impacting Wisconsin public school districts. As a result, school districts may need to review their policies, procedures, employee handbooks and compensation systems. This panel discussion led by school attorneys will focus on the above topics, new legal developments, and the specifics of the major statutory changes in the state budget and implications on local districts. Make sure your district doesn’t fall behind in making the appropriate and necessary changes.
