The Wisconsin Association of School Business Officials and the Wisconsin Association of School Personnel Administrators collaborate annually to provide this conference to Optimize Leadership in Human Capital.


Who Should Attend?

The School Personnel Academy, now in its 14th year, is a collaborative conference hosted by the Wisconsin Association of School Business Officials (WASBO) and the Wisconsin Association of School Personnel Administrators (WASPA).
The conference is designed to bring together school district teams dealing with a raft of human capital issues including staff recruitment and compensation models, employee engagement, health insurance benefits and regulations, wellness programs, benefits, and more.

How many surveys do we all receive each year/month/week/day? In some cases, we even received virtually identical surveys to complete again only weeks after completing them for someone else. Realizing that time is valuable, the regional area around Dane County has been working for the past year on how we can all work smarter rather than harder. This session will share how partnering with Skyward, Forecast5, and about 30 districts in our area has transformed how we receive and compare our salary data.

This session provides a short legal overview and checklist every supervisor should have.  Two districts will share their stories to help you understand the triggers that indicate you may be entering an FMLA, ADA or WC situation.  Opportunity is provided for you to decide “What would I do?” in response to scenarios, network at your table and share your insights and experiences.

Absenteeism and absence management are a concern for school districts.  This session will explore ways to track and reduce preventable absences.  Small groups  will be given scenarios to discuss and develop solutions for managing and minimizing employee absenteeism.   All groups will then report out to the larger group.  This is a great opportunity to interact with colleagues and share ideas around best practices for managing absenteeism.

The discussion will include what portion of school district budgets is made up of salary and benefits, what the impact of revenue limit referenda and what could these trends mean for the future. John Gahan will also discuss how Pewaukee School District is managing its employee compensation since Act 10 was enacted.

Our employees' wants and needs have changed significantly over the years as a result of Act 10 and a shift in generational population. As a result, recruiting and retaining top teaching talent has become more complex for Wisconsin school districts. For years, employees have valued the idea of retiree health insurance as the pinnacle benefit. Recently, with the growing concerns of student loan debt and the need for financial education, many public sector employers are looking to provide more meaningful financial wellness resources to meet the needs of new hires and those close to retirement alike. This session will discuss the pros and cons of developing a financial wellness program, as well as practical tips for integrating with your current 403(b) and HSA offerings.

As the District has grown, it has been more diverse, with students of color making up over 30% of the district's enrollment. The expectations of the public and of employees with respect to employer response to harassment and discrimination issues in the workplace have escalated dramatically in the past year. These expectations certainly apply to school districts. This panel discussion will focus upon legal requirements, employee conduct, investigations of complaints, and the defense of litigation claims. The panelists will share their insights from multiple years of experience and from the multiple perspectives that they bring to the presentation.
