The Inflation Reduction Act (IRA) offers unique opportunities for state and local governments and schools. This session will highlight specifics in the IRA that Wisconsin School Business Officials can financially benefit from as they look at certain pending projects and procurements. Panelists will identify special tax credits available under the IRA, current status of federal regulations relating to the IRA, and provide some case studies of projects that are being considered and undertaken to realize these significant tax credits (rebates) for the school districts. This session will further connect the planning for these tax credits with long-term strategic approaches to funding energy projects and capital improvements while maintaining awareness of all funding opportunities available, all leading towards wise utilization of funds, debt, or other sources to accomplish your goals and needs.

Learn from a Wisconsin district's experience in implementing the Smarter School Spending and Best Budgeting Practices from a national GFOA model that was built through a process created by school business officials, researchers, and education finance experts. The Best Practices highlight the relationship between student achievement through better alignment of financial resources and the strategic plan. It provides guidelines centered on a comprehensive budget process framework focused on academic and finance collaboration to align limited resources with desired student outcomes. It includes a baseline budget assessment, collaboration and communication between all stakeholders, a rigorous process of goal setting, a data-driven evaluation of instructional priorities, and a budget that communicates the financial steps necessary to implement and support the district's strategic plan.

School choice in Wisconsin has been around since the 1990s but has grown in reach and complexity since then. This session will frame key aspects of the landscape and history of voucher and charter schools in Wisconsin; the funding mechanics of different school types and the impacts they have on local and statewide school district finances; the requirements that distinguish district, voucher, and charter schools; and the way those requirements affect school district costs and revenues. You’ll walk away with facts, data, and a better understanding of how voucher and charter schools are funded and how that compares with the resources left over for district schools. Bring your questions and stories about how school choice affects your district finances and ideas on how policymakers might address these issues in the 2023-25 budget and beyond. Your input will help inform WASBO’s ongoing research in this area.

The audience will learn the critical reasons that schools should plan for emergencies and disaster; resources that are available to schools - including funding sources; emergency preparedness terminology; roles and responsibilities of schools related to the National Incident Management System; the four phases of emergency management and how it relates to school health and safety; training and exercising your plan; and recovery from a school crisis situation. As part of recovery, discussion of the importance of business continuity planning and a real-life case study will be included. Participants will learn best practices in school emergency and disaster planning, safety, security, injury prevention, first aid, CPR and automatic defibrillation programs. Those present will also develop the ability to lead their school and community in developing an effective school health and safety program.

An aging population and the decreasing number of births have meant a decline in school enrollment for some time. The Applied Population Laboratory has generated statewide enrollment projections throughout the years, observing enrollment decline that has not occurred uniformly across the state. Small city and suburban school districts have seen increasing enrollment, while urban and rural school districts have experienced decline. The pandemic upended people’s lives with relocation, remote work, and online schooling. This reduced enrollment further for many school districts. This presentation examines the impact of past demographic trends and the effects of the pandemic on student enrollment decline.

The OSS provides direct service, consultation, technical assistance and support to school staff, students, and law enforcement through the “Speak Up, Speak Out” School Safety Resource Center (SUSO). SUSO includes a 4-pronged approach to school safety: a statewide threat reporting system, threat assessment, critical incident response, and general school safety guidance. SUSO is staffed 24 hours a day, 7 days a week by analysts trained to provide immediate support to those reaching out with concerns regarding school aged youth. Concerns are shared with school staff and law enforcement as appropriate. Behavioral threat assessment and management best practice guidance, training, consultation, and tools are provided to schools and law enforcement as evidence-based approaches to reducing school violence. Since the creation of the OSS through 2017 Wisconsin Act 143, the office has continued its efforts to reimburse schools with $102,000,000 in grant funding. The office is currently accepting and reviewing applications for project funding through 2021 Wisconsin Act 109 - Digital Mapping of School Buildings. This opportunity provides funding for critical incident mapping of school buildings. Site-specific mapping created from this opportunity, to be used in collaboration with local law enforcement and first responders, enhances security and situational awareness for response teams before/during a critical incident on school grounds.
