With the passage of many facility referenda, Wisconsin facility managers have been tasked with oversight of billions of dollars in construction projects over the last decade. A facility manager's role in each of these projects can differ, but trust that you will be expected to lead, and that large projects can consume a facility manager for years at a time. This course is designed to give a brief overview of the stages of a referendum, from planning, through execution. We will review some pitfalls to avoid as well as opportunities that will present themselves.

Be sure to join us for a special updated edition of WASBO’s State of School Finance presentation. This session will review the key factors driving the current state of school finance in Wisconsin; what is behind the record number of referendums across the state; and how the past state budget affects school districts. As the 2025-27 state budget season gets underway, we’ll place special emphasis on communicating and advocating for your district and public schools as a whole. We’ll explain and provide context for the SAA state budget priorities; how they might influence the way business officials communicate with their boards during their October budget deliberations; and how school districts and all of the K-12 state associations can harness these priorities to “speak with one voice” to state policymakers while still messaging and communicating their own district’s situation and needs.

Wisconsin school leaders are continually engaged in improving and adapting school facilities to meet the changing needs of students. The cost of constructing new and renovated facilities necessitates crucial district and community conversations about how to pay for these costs and plan for a sustainable future. The Kettle Moraine Community, as part of a successful 2014 capital referendum, charged district leadership to address remaining and future capital needs without pursuing additional referendums. Learn about the KM Approach over the past five years to use Fund 41, Fund 46, and Public/Private Partnerships to make this philosophical approach an actionable reality.

These incidents of ‘swatting’ – an action of placing hoax phone calls to report serious crises (bomb threat, active shooter, etc.) to local law enforcement is on this increase.
